The Royal Dutch-Shell Group of Companies won a U.S. permit Thursday to construct a liquefied natural gas terminal in the Gulf of Mexico.

 

The Maritime Administration, which regulates offshore gas facilities in conjunction with the Coast Guard, issued the license approving construction, Shell said.

 

The depot will be built in 55 feet of water 38 miles from Cameron, La.

 

Oil and gas companies are racing to acquire the permits necessary to begin construction on terminals to import liquefied natural gas amid waning U.S. production and rising demand. More than 40 proposals have been announced, though just three have begun construction.

 

"The Gulf Landing terminal is a very attractive entry point to U.S. natural gas markets, both in terms of diversity of pipeline connections and customer access," said Catherine Tanna, Shell Gas & Power's Americas and Africa director.

 

The terminal, which would be the first for LNG operated by Shell, based in London and The Hague, in the United States, is expected to be operating by 2010 at a cost of $700 million, Shell spokesman Johan Zaayman said. It will have the capacity for as much as 1 billion cubic feet of gas a day.

 

Gulf Landing becomes the third offshore LNG project to receive U.S. federal approval. ChevronTexaco's Port Pelican project was first, in November 2003, followed by Excelerate Energy in December of that year. Excelerate's terminal is scheduled to take its first delivery next month, while ChevronTexaco earlier this week said it suspended development of the Port Pelican project.
