With a fortnight left until he delivers the pre-Budget report, Gordon Brown has been blessed again. BP and Shell have topped up the public coffers with tax payments and the £10billion hole now looks more like £4billion. These things are difficult to judge, but it looks like the Chancellor can now legitimately boast that he will not have to raise taxes to meet his fiscal rules.
